Report 4.2: An Analysis of School-Level Performance Data for Reading First
Schools in the State of Michigan 2003-2006 by Joanne F. Carlisle and Ji Zeng
The purpose of the report is to describe the reading performance of students in Reading First schools in Michigan who began participation in Reading First in 2002 or 2003. This report includes students’ performance on three test batteries: Dynamic Indicators of Basic Early Literacy Skills (DIBELS), Gates MacGinitie Reading Test (GATES), and Iowa Tests of Basic Skills (ITBS). The two measures of changes in reading performance included in this report represent the targeted goals of the Reading First initiative. Specifically, the hope is that Reading First programs in grades K-3 will lead to increases in the percent of students meeting grade-level expectations and decreases in the percent of students significantly underachieving in reading.
